A state panel censured a town judge Monday for taking the case of his fellow judge’s son, then sentencing the son to jail without a lawyer present and without recording the after-hours action.

But a strong dissent by one member of the state Commission Judicial Conduct about the “extraordinarily suspicious circumstances” of the case prompted the first public airing of an ongoing internal debate over how tough the powerful commission is on judges.
