A lawsuit by New York Attorney General Eric Schneiderman seeking to force the federal government to conduct more study of the controversial gas-drilling technique called hydrofracking is not expected to alter the state’s own plans to address the issue.

Mr. Schneiderman on Tuesday filed suit against a number of federal agencies, claiming the Delaware River Basin Commission should comply with an environmental law regulating federal agencies.
