Medicaid will cost New York state $63.5 billion by 2014, a 27 percent increase over 2010, without a drastic overhaul of the state-federal health plan that includes barring the middle class from qualifying.

That was the estimate issued on Monday by Lieutenant Governor Richard Ravitch in a report.
