Several men were arrested in Norway and Germany on Thursday suspected of planning attacks — and of having links to al-Qaida and to people under investigation in the U.S. and Britain.

The U.S. charged several people Wednesday with plotting attacks on New York City’s subway and an unidentified target in Britain under orders from al-Qaida leaders in Pakistan.
